I don't particularly mind, but the reason I've put guilds behind the Taliari and Nobles and not behind the Akenak and Awakened is because, nominally, the Taliari and Nobles are put on the government as representatives of their guilds and can't even be on the government if they're not a GL or HO of a citizen guild, while the Akenak and Awakened are put in the government based on individual merit and their position is completely unrelated to their guild-status.
