Making tools requires

• op mats and only op mp (no drilled or looted mats)
• a special tool (to be bought from a tool merchant)
• a nation stanza
• blueprints from the Tree-Tree or Great-Trepan craftsmen (in the capitals).

Here in Pyr:

• 

  Take plans (artisan of the Arbres-Vrilles or Grands-Trépans)

• 

  From a craftsman trainer (here in Pyr), take sanzas tool creation

• 

  and purchase of the tool

With tool in hand, and stanza:

• 

  choose a plan

• 

  than op mats
