Neutrals are refugees who have not made the choice to pledge allegiance. All refugees arriving from Silan are neutral, but some of them refuse to give allegiance and make their neutrality a conviction.
Neutrality categories
- Neutrals of religion (we often use the term faction) do not give allegiance either to the Kamis or the Karavan.
- Neutrals of civilization have no citizenship. They are also called "stateless".
- Unspecified, neutrals designate stateless people without religion.
