It allows you to teleport from zone 50 to zone 250 where you are (and vice versa).

Like a vortex, you can only TP from a specific location:

Ykanis, not far from the kami TP and in the Grove of confusion, close to the Dryads.
Fairhaven, not far from the kami TP and in Loria near the Trykers federal camp
Zora, not far from the TP kara and at Void not far from the TP kami
Pyr, not far from the TP kara and The Burnt Corridor not far from the last parcel delivery camp
