An NPC at the bottom of the Facade of the Winds will pop your Sagass for free.
Warning to those who get seasick: you are also teleported directly into the water, almost under your sagass LOL You have to climb on top of it before you drown...

The NPC is near a pontoon—at the back, when you enter through the main entrance.

He is wearing red underwear and a helmet :)
