Charter of the N'ASA

It contains three laws, in order of importance:

Respect all forms of intelligence as well as what sustains them

All atisians, without exception, have the right to express themselves in the N'ASA. This implies that conflicts between homins are put aside as soon as they enter the premises or meetings of the N'ASA. (Needless to say, they should not take out their weapons. However, amplifiers used as a care set, are tolerated). This seeks:

• promote peaceful coexistence between homins and any intelligent way ;
• strive to care for all victims of goo;
• understand and share the different dialects of Atys;
• understand the behavior modes of atysians;
• participate as much as possible in the dissemination of knowledge of Atys (in the Great Library).

Respect the right to avoid and flee

N'ASA can receive researchers or victims forced experiment to flee.

Chance if not consensus

All decisions within the N'ASA are consensual, even exceptionally established modes of choice are by consensus. In the event of an emergency and in the absence of consensus, a solution can be chosen at random. However, any solution will be of limited time and will have to be reviewed.

Running of the N'ASA

Foliage

The leaves of the "'foliage"' are members, researchers or not, who work in a team or alone within the "'branches"', within the N'ASA or in other Academies. When they are in assembly, they may decide to restructure the trunk or a branch.

To become a member, it is sufficient to submit your application at an assembly and that the members present accept it by a majority of those present. From the moment a member belongs to the N'ASA, he is supposed to respect his charter within its walls. Researchers may belong to National Academies or even factions. It is not unusual for them to share only what their academies allow them.

The branches of the N'ASA (research areas)

• Branch of the "sciences and technology", including the study the flight with flyners.
• Branch "Atysología", estudio de Atys, su ecosistemas, su tructura, su pasado, su cielo...
• Branch "Hominity", conocer y comprendre el homin.
• Branch "Kitins".
• Branch "Goo".

El tronco

El tronco consta de dos hominas y dos homins. Estos cuatro homins son voluntarios cooptados. Deben representar la más amplia variedad posible de pueblos/razas/ facciones y dialectos^[3]. Ejemplo: un fyros apátrida, un noble matis de savia matis, una ranger tryker y una zorai de la teocracia. El propósito de la presencia de binomios Homina-Homin de cualquier origen, cultura y convicción permite tener una representatividad completa de la sensibilidad y la percepción atísiana.

El papel del tronco es llevar a cabo las asambleas para que cada investigador pueda expresarse. Se recomienda que los cuatro miembros compartan todos los dossieres actuales. No hay "superioridad" de poder. Solo es una jerarquía funcional para facilitar la comunicación entre los miembros y la diplomacia con organismos externos.

Las asambleas

Permiten :

• reunirse con los investigadores e invitar a nuevos miembros o amigos.
• elaborar un inventario de investigación en la N'ASA
• publicar las conclusiones de los trabajos y presentarlas a los homins de Atys, es decir, en las Enciclopatís con, si es posible, la validación de los Grandes Ancianos (OOC: los animadores y loristas).

No son obligatorias, ya que se sabe que muchos investigadores y aventureros huyen de la manía de hacer reuniones. Por otro lado, los informes de investigación pueden ser proporcionados por Izam. Estos informes permiten, entre otras cosas, pedir ayuda (diplomacia, guardaespaldas y varios eventos).

Las reuniones se llevan a cabo en un período no múltiplo de 7 días (actualmente 30 días) para permitir que todos los investigadores estén presentes (algunos de ellos tienen restricciones recurrentes). El horario también debería ser capaz de acomodar a los atisianos que viven muy lejos (como las Amé-Ricas, el Este-Lejano, etc.). Por lo tanto, es preferible usar el GMT (Green Mount Time, es decir, el tiempo promedio a nivel del Real Observatorio de las Alturas Verdes).

Uno de los miembros del tronco presidirá el conjunto. Es él quien administra la secuencia de puntos del orden del día. Con este fin, asigna tiempo de conversación a los distintos oradores.

Cada orador es libre y responsable de su tiempo de conversación, es decir, él o ella gestiona las preguntas y respuestas. Al final de su tiempo de intervención, cede la palabra a la persona que así lo solicite, si no al presidente que dará seguimiento a la continuación del programa.

Este último solo interviene si hay conflicto (se trata de calmar y no de escoger) o limitar, o incluso interrumpir, un tema en el curso de la exposición o del debate que parece demasiado largo o estancado. En cualquier caso, esta interrupción debe ser consensual.

Para evitar el alboroto, se recomienda levantar la mano incluso para el presidente.
