Quartered materials are materials that can be 'looted' from creatures after you've killed them. You need to be the one who killed the creature, or a member of the team that killed it, to be able to quarter the corpse. No special skills are required to quarter creatures.

Quartering is one way of obtaining materials, the other way is through foraging. Both ways give distinctively different materials, and most often foraged materials cannot be substituted for quartered materials or vice-versa. For example, in crafting armour, only foraged materials can be used to raise the dodge modifier, and only quartered materials can be used to raise the parry modifier.
